Medan — Kasus dugaan korupsi proyek infrastruktur di Sumatera Utara semakin menegaskan bahwa praktik suap dan pengaturan tender bukan lagi kejahatan individu, melainkan bagian dari sistem yang terstruktur. Fakta-fakta terbaru mengindikasikan bahwa proyek pembangunan jalan di Madina, Paluta, dan Padangsidimpuan melibatkan jejaring luas dari level kabupaten hingga provinsi.
1. Pola Korupsi: Sistematis dan Terstruktur
Kasus ini bukan sekadar “suap proyek”, melainkan gambaran dari pola korupsi berjamaah yang rapi dan terorganisir.
Pola ini menunjukkan adanya:

Fakta-fakta ini menegaskan bahwa korupsi tidak lahir dari individu, melainkan dari sistem birokrasi yang telah lama rusak dan mengakar.
2. Struktur Kekuasaan: Kelemahan Kontrol dan Integritas
Dinas PUPR menjadi episentrum dalam pusaran korupsi ini.
Kelemahan sistem kontrol terlihat jelas:

Inspektorat dan BPKP sering kali hanya berfungsi setelah uang sudah mengalir.

Kepala dinas memiliki posisi strategis — mengendalikan perencanaan, anggaran, dan pengesahan proyek, menjadikannya titik sentral dalam rantai suap.

Hubungan timbal balik antara kontraktor dan pejabat menciptakan simbiosis koruptif: kontraktor butuh proyek, pejabat butuh setoran.
Kasus ini menegaskan bahwa korupsi bukan hanya kejahatan ekonomi, tapi juga kejahatan tata kelola yang menghancurkan integritas pemerintahan daerah.
3. Implikasi Politik dan Moral
Momentum kasus ini muncul menjelang tahun politik 2025–2026, ketika banyak pejabat daerah tengah mencari “modal politik” dari proyek infrastruktur.
Uang suap tidak hanya mengalir ke kantong pribadi, tetapi juga menjadi bahan bakar politik untuk mempertahankan kekuasaan.
Pencopotan Elpi Yanti, salah satu pejabat yang disebut-sebut dalam kasus ini, dilakukan cepat tanpa penjelasan terbuka — memperlihatkan bahwa langkah pemerintah daerah lebih berorientasi pada peredaman skandal, bukan transparansi publik.
Dalam persidangan di Pengadilan Tipikor Medan, terungkap bahwa Mantan Kadis PUPR Mandailing Natal (Madina), Elpi Yanti Harahap, menerima aliran dana suap terbesar senilai Rp7,272 miliar.
Dua kontraktor — Muhammad Akhirun Piliang alias Kirun (Dirut PT Dalihan Na Tolu Grup) dan Muhammad Rayhan Dulasmi (Dirut PT Rona Mora) — menjadi terdakwa utama dalam perkara ini.
Hakim Ketua Khamozaro Waruwu menyoroti bahwa praktik suap dilakukan melalui pengaturan tender dan pemberian komisi kepada pejabat. Ia menyebut para penerima uang sebagai “para garong uang rakyat” dan meminta Kejati Sumut menindak semua pihak yang terlibat.

Pasca terungkapnya kasus ini, Bupati Mandailing Natal, H. Saipullah Nasution, mencopot Elpi Yanti Harahap dari jabatannya sebagai Plt Kadis PUPR pada 17 Oktober 2025. Serah terima jabatan dilakukan tertutup dan tanpa kehadiran Elpi.
Hingga berita ini diturunkan, Elpi Yanti belum memberikan pernyataan publik terkait tuduhan penerimaan suap Rp7,27 miliar tersebut.
Kasus ini menegaskan dugaan kuat adanya praktik korupsi sistematis dalam proyek infrastruktur Sumatera Utara.
Kesimpulan Analisis
Kasus ini bukan insiden tunggal, melainkan cerminan korupsi sistemik di tubuh birokrasi daerah.
Jika aparat penegak hukum tidak menelusuri aliran dana dan keterlibatan pejabat provinsi hingga pusat, maka pola serupa akan terus berulang di proyek-proyek lain.
