Abstrak:

This study investigates the legal mechanisms and institutional effectiveness of regional legislative (DPRD) oversight over the implementation of the Regional Budget (APBD) in North Sumatra from a civil law perspective, focusing on legal liability and restitution/compensation frameworks.
