Banda Aceh, 30 Oktober 2025 — Kejaksaan Tinggi (Kejati) Aceh memanggil sejumlah saksi dalam penyidikan kasus dugaan tindak pidana korupsi pengelolaan dana beasiswa Pemerintah Aceh yang dikelola oleh Badan Pengembangan Sumber Daya Manusia (BPSDM) Aceh dengan total anggaran mencapai Rp420,5 miliar. Pemanggilan saksi dilakukan untuk mengungkap adanya dugaan penyimpangan penggunaan dana beasiswa yang bersumber dari Anggaran Pendapatan dan Belanja Aceh (APBA) tahun 2021 hingga 2024.
Kepala Seksi Penerangan Hukum (Kasi Penkum) Kejati Aceh, Zulkarnaini, membenarkan bahwa pemeriksaan saksi dilakukan secara bertahap sejak awal Oktober. “Penyidik telah memanggil dan memeriksa sejumlah pihak yang diduga mengetahui alur pengelolaan dana beasiswa tersebut. Tahapannya masih dalam pengumpulan alat bukti,” ujarnya di Banda Aceh.
Menurut data Kejati, anggaran beasiswa itu dialokasikan masing-masing sebesar Rp153,85 miliar pada 2021, Rp141 miliar pada 2022, Rp64,55 miliar pada 2023, dan Rp61,12 miliar pada 2024. Dana tersebut diperuntukkan bagi mahasiswa Aceh yang menempuh pendidikan di dalam maupun luar daerah, termasuk penerima beasiswa prestasi dan beasiswa kurang mampu. Namun, hasil telaah awal penyidik menemukan adanya indikasi ketidaktepatan sasaran penerima serta dugaan pemotongan dan manipulasi data mahasiswa penerima.
Kejati menegaskan penyidikan ini bertujuan menelusuri siapa saja pihak yang bertanggung jawab atas dugaan penyimpangan tersebut. Hingga kini, belum ada tersangka yang diumumkan, karena penyidik masih fokus pada pemeriksaan dokumen dan keterangan saksi. “Kami pastikan proses hukum berjalan transparan dan profesional,” tambah Zulkarnaini.
Kasus ini menjadi sorotan publik Aceh mengingat besarnya nilai dana yang semestinya digunakan untuk mencetak generasi berpendidikan. Sejumlah organisasi mahasiswa dan masyarakat sipil mendesak agar Kejati mengusut tuntas dan tidak tebang pilih dalam menegakkan hukum.
Jika terbukti ada unsur korupsi, penyidik memastikan akan menjerat pihak terkait dengan Undang-Undang Nomor 31 Tahun 1999 jo. UU Nomor 20 Tahun 2001 tentang Pemberantasan Tindak Pidana Korupsi. Proses hukum diharapkan mampu mengembalikan kepercayaan publik terhadap pengelolaan dana pendidikan di Aceh.
