Di ruang kerja berpendingin udara di lantai 5 Gedung Mar’ie Muhammad, Jakarta Selatan, layar-layar komputer kini menampilkan peta berwarna-warni. Titik-titik merah dan kuning berkedip — bukan sekadar angka, tapi jejak uang. Di balik data itu, tersembunyi nama-nama wajib pajak besar yang selama ini lolos dari radar otoritas fiskal.
Direktorat Jenderal Pajak (DJP) tengah menjalani babak baru. Bersama Pusat Pelaporan dan Analisis Transaksi Keuangan (PPATK), lembaga ini membangun sistem pengawasan berbasis financial intelligence untuk menelusuri transaksi keuangan mencurigakan. Hasilnya tidak kecil: Rp18,47 triliun tambahan penerimaan berhasil dikumpulkan dari penunggak pajak yang selama ini sulit disentuh.
Dari Intuisi ke Data: Cara Baru Memburu Pajak
Selama bertahun-tahun, upaya mengejar tunggakan pajak di Indonesia bergantung pada audit manual dan laporan administratif. Banyak pelaku usaha besar yang lihai menutupi kewajiban mereka dengan menyebar aset melalui rekening perusahaan cangkang, investasi silang, atau transfer ke luar negeri.
Namun kali ini, strategi berubah total.
PPATK, lembaga yang memantau aliran transaksi keuangan di seluruh negeri, kini menjadi “mata dan telinga” baru bagi DJP. Melalui data mining, pola transaksi mencurigakan — baik yang nilainya besar maupun yang dilakukan secara berulang — dianalisis dan disilangkan dengan data perpajakan.
“Dulu kami menebak. Sekarang kami tahu harus mulai dari mana,” kata seorang pejabat DJP yang enggan disebut namanya. “Kalau dulu pengawasan bergantung laporan, kini kami melihat langsung aliran uangnya.”
Rp18,47 Triliun: Bukti Nyata, tapi Baru Permulaan
Tambahan penerimaan Rp18,47 triliun hanyalah awal dari potensi yang jauh lebih besar. Menurut data internal, total tunggakan dan penghindaran pajak di Indonesia masih bisa mencapai puluhan triliun rupiah setiap tahun — sebagian besar karena sistem deteksi yang lemah dan tumpang tindih data antarinstansi.
Dari hasil analisis DJP–PPATK, potensi penerimaan tambahan bisa naik dua kali lipat jika sistem ini diterapkan secara nasional dan terintegrasi dengan seluruh sektor ekonomi, termasuk perdagangan digital dan sektor energi.
Namun bagi banyak pengamat, angka itu bukan sekadar hasil fiskal. Ia adalah simbol pergeseran budaya — dari sistem pajak berbasis kepercayaan menuju pengawasan berbasis bukti digital.
Ketika Transparansi Menjadi Senjata
Kerja sama ini membawa efek jera. Banyak wajib pajak besar kini mulai memperbaiki pelaporan mereka secara sukarela, karena tahu bahwa transaksi keuangan mereka bisa dipantau melalui sistem PPATK.
“Ini seperti memasang CCTV di dunia finansial,” kata Bhima Yudhistira, ekonom Center of Economic and Law Studies (CELIOS). “Kalau dulu penghindaran pajak dianggap ‘aman’ karena rumit, sekarang risiko tertangkapnya jauh lebih tinggi.”
Efek domino pun terjadi. Kepatuhan meningkat, penerimaan pajak bertambah, dan sistem fiskal jadi lebih adil bagi wajib pajak kecil yang selama ini menanggung beban.
Namun keberhasilan ini datang bersama kekhawatiran. Penggunaan data keuangan yang sangat sensitif menimbulkan pertanyaan soal privasi dan akuntabilitas. Seberapa jauh negara boleh memantau warganya?
Di Balik Layar: Data, Algoritma, dan Batas Etika
Tak banyak yang tahu, di balik keberhasilan DJP–PPATK ini ada sistem algoritmik yang menilai ribuan data transaksi per hari. Data itu dikelompokkan berdasarkan risk profile: frekuensi transaksi, besaran nilai, keterkaitan antar rekening, dan korelasinya dengan laporan pajak.
Tetapi sistem secanggih apa pun tetap membutuhkan pengawasan manusia. PPATK menegaskan bahwa semua data yang diserahkan ke DJP telah melalui proses verifikasi hukum. Informasi tidak diberikan sembarangan, melainkan melalui jalur permintaan resmi dengan dasar hukum yang sah.
“Ini bukan pengintaian. Ini penegakan hukum fiskal,” ujar seorang pejabat PPATK kepada wartawan. “Kami tidak membuka data pribadi tanpa dasar hukum. Semua mengikuti protokol.”
Meski begitu, risiko penyalahgunaan tetap ada. Aktivis transparansi publik mengingatkan pentingnya membangun mekanisme audit independen, agar kerja sama dua lembaga ini tidak disalahgunakan untuk kepentingan politik atau ekonomi tertentu.
Misi Jangka Panjang: Keadilan Pajak Digital
Kolaborasi DJP–PPATK sejatinya bukan hanya untuk menagih tunggakan lama. Visi jangka panjangnya jauh lebih besar: menciptakan sistem pajak berbasis data yang mampu mendeteksi ketimpangan pelaporan sejak awal.
Pemerintah ingin agar wajib pajak besar tak lagi bisa bersembunyi di balik sistem yang lamban.
Langkah ini juga menjadi bagian dari modernisasi perpajakan, bersamaan dengan penerapan Core Tax System dan integrasi data lintas lembaga negara.
Ke depan, data PPATK bisa dimanfaatkan bukan hanya untuk menindak, tapi juga mencegah. Misalnya, dengan mengidentifikasi risiko penghindaran pajak sejak tahap perencanaan bisnis.
“Kalau dulu DJP bergerak setelah pelanggaran terjadi, nanti sistem bisa memperingatkan lebih dini,” ujar pengamat fiskal dari Universitas Airlangga, Sugiarto Widodo.
Jalan Panjang Menuju Kepercayaan Publik
Keberhasilan kolaborasi ini masih bergantung pada satu hal: kepercayaan publik.
Masyarakat harus yakin bahwa sistem ini digunakan untuk menegakkan keadilan fiskal, bukan sebagai alat tekanan.
Karena pada akhirnya, sistem pajak bukan hanya soal angka — tapi soal legitimasi. Jika masyarakat percaya uang pajaknya dikelola adil dan transparan, kepatuhan akan tumbuh secara alami.
“Teknologi memang penting, tapi yang lebih penting adalah rasa percaya,” kata Bhima Yudhistira. “Tanpa itu, seberapa canggih pun sistemnya, hasilnya tetap terbatas.”
Kesimpulan: Pajak di Era Data
Kerja sama DJP–PPATK menjadi tonggak penting bagi reformasi fiskal Indonesia. Ia menandai era baru: ketika teknologi, data, dan integritas menjadi fondasi utama sistem perpajakan.
Tambahan Rp18,47 triliun hanyalah angka pembuka. Lebih dari itu, kolaborasi ini menunjukkan bahwa keadilan fiskal kini bukan lagi cita-cita — melainkan sesuatu yang mulai diwujudkan, bit demi bit, dari data yang tak lagi bisa disembunyikan.
